The Regional Office of Education #11 is your starting point for all licensure matters. We work in conjunction with the Illinois State Board of Education to answer questions regarding the licensure process.

Substitute Licensure Applicant
If you have any questions, please contact our office at 217-348-0151 or bbrowning@roe11.org. As a service, the ROE is providing verification to our school districts that a person who holds a Substitute teaching license, a PEL, or an Educator License with Stipulations plus a bachelor’s degree, and who desires to substitute teach has on file all of the REQUIRED Documents of Health Exam and a Background Check by fingerprinting.
